The Center for Intellectual Capital, Innovation & Competitiveness is Visoko Darvo's institutional platform dedicated to advancing innovation capacity, intellectual assets strategy, and long-term economic competitiveness. CICIC's work operates across three mandates: research, capability, and activation.

Research & Policy Design generates applied intelligence at the frontier of innovation systems, intellectual property strategy, technology transfer, and knowledge diffusion. Work is conducted in partnership with academic institutions, industry, and public-sector bodies. Outputs inform policy formulation, institutional strategy, and ecosystem architecture.

Capability Development builds the human infrastructure required to govern intellectual assets as strategic instruments. Executive education, professional certification, and institutional training programs are designed to distribute competence across organizations rather than concentrate it in specialist units. The standard is institutional fluency, not individual expertise.

Operational Activation translates intelligence and competence into market outcomes. Intellectual assets are identified, structured, valued, and commercialized. Licensing architectures, partnership frameworks, spinoff vehicles, and transaction pathways are designed and executed. The mandate is conversion: from knowledge held to value realized.

It ensures that educational architecture aligns with leading international standards, that faculty engagement and content reflect global best practice, and that local execution remains firmly grounded in Bulgarian and regional priorities.
